First-timer families with children will get one additional ballot chance for every child they have (aged 18 years old and below) or are expecting when applying for a BTO or Sale of Balance Flat.
The change will take effect from the February 2027 BTO sales exercise, with no cap on the additional ballot chances families can receive.
Currently, eligible first-timer families under the First-Timer (Parents and Married Couples) category receive three ballot chances and priority under the Family and Parenthood Priority Scheme when applying for a four-room or smaller BTO flat in Standard projects.
PM Wong said: “Once you have children, I believe you should receive even greater priority.”
The Government is also raising the BTO income ceiling to $16,000 for families and $8,000 for singles, while the income ceiling for new ECs will increase to $18,000.
The higher BTO income ceilings will take effect for those applying for an HFE letter from 24 Aug 2026. The higher EC ceiling applies to developments with land sale tender closing dates from 24 Aug 2026
